Department of the Theory of State and Law (originally known as the Department of the Theory and History of State and Law) appeared with the Faculty of Law of the Siberian Federal University. It provides teaching not only the historical and theoretical subjects and state plus international law.

The first head of the department was B.T. Bazylev. His writings nowadays are widely used in the classroom as well as in the theory of legal liability. After this, for more than 15 years as head of the department was V.D. Ardashkin. Today is a V.M. Shafirov. At the department I.A. Bayanov, World War II veteran, worked for a long time.

With the development of the faculty, our ‘maternal’ department became the ancestor of the three other departments. Two of our teachers defended doctoral dissertations (by S.A. Drobyshevsky and T.V. Sakhnova) and became the Department Heads. Our former staff defended his thesis and became the leading lecturers of the faculty. For exsample: V.N. Knyaginin, E.R. Zaitseva, L.A. Mickiewicz, I.D. Mishina, O.E. Scherbina. Among the untimely death - Associate Professors  B.T. Bazylev and Y.V. Ivanov, also the youngest Ph.D. in Law - E.V. Shakodko.

Department of the Theory of State and Law became an independent department in September 1, 1995 by decision of the Academic Council of the Krasnoyarsk State University.

At the department investigates issues such as the right of the human dimension, the interpretation of law, the right values, the theory of the possible and appropriate behavior, legal assistance, legal conflicts. On the topics of research, Department of the Theory of State and Law published more than 200 scientific publications, including monographs, textbooks, collections of articles. In 2009, under the editorship of LL.D., Professor Shafirov was released textbook ‘Law’. Co-authors are the lecturers of the department: Associate Professor, Ph.D in Law V.U. Panchenko and Associate Professor A.A. Rudakov.

There is a postgraduate studies at the department since 2001. Under the scientific direction of V.M. Shafirov successfully finished a postgraduate course and defended  theses lecturers of the department: V.Y. Panchenko, A.A. Petrov, A.A. Rudakov, E.M. Shaikhutdinov.

V.M. Shafirov is a member of the Thesis Council of defense doctor and master degrees in laws at the Siberian Federal University. In 2010 V.M. Shafirov was awarded the Jubilee Medal ‘70 years of Vocational Training of Russia - for his contribution to the development of vocational education, professionalism and productive work’.

Department of the Theory of State and Law provides teaching subjects such as ‘Theory of State and Law,’ ‘Problems of the Theory of State and Law’, ‘The problems of the legal and political system,’ also special courses ‘Fundamentals of Comparative Law’, ‘Axiology Law’, ‘Legal Documents ‘,’ Provision of law‘. For masters taught the course ‘Modern problems of legal science and practice’.

Department of the Theory of State and Law in conjunction with the Department of Pre-University Legal Education of Law Institute and the Interregional SFU College of Law are working on legal training and education of students in Krasnoyarsk city, towns and districts of the region, in accordance with the Program (concept) of the legal system of pre-university education, which was developed by V.M. Shafirov. Program (concept) is recommended to implement decisions of the Council of Administration of the Krasnoyarsk region of 01/23/04, the Heads of Krasnoyarsk city on 19/07/04, the aim of the concept - to overcome legal nihilism, formation of legal culture, a system of multi-level legal education. Based on the program was developed curricula, training programs for civil law, professionally oriented, initial vocational education students.

More than 20 years there are working Research Laboratory of fundamental and applied problems in the field of law and the state - Association of Scientific Societies Law Institute SFU students, students of Interregional College of Law SFU, students of legal classes that theoretical and practical work in the field of law. Scientific director of the laboratory is a LL.D., Professor V.M. Shafirov.

In the lab students develop research topics, make scientific lab reports, prepare publications, participate in conferences, competitions, study and analyze legal documents involved in organizing and participating in legal education and training of students: summer and winter schools of  law, scientific conferences, legal competition, legal tournaments, teaching exercise classes in law schools (Education Center) in Krasnoyarsk, cities and districts of the region, provide expert and legal and consulting activities.

In order to optimize the combination of study and work in the lab, students are transferred to an individual schedule - a form of  laboratory employee training that determines the structure of classes in each subject, the period of exams/tests, activities, which involve the laboratory.

For achievements in education, research and practical work, students participating in a scientific laboratory receive personal Oxford scholarship and the most successful of students get the grant of the President, of the Russian Federation , the Government, Vladimir Potanin’s Scholarship (A. Afanasyeva,  A. Tolstyh). Students - Laboratory staff are often the winners of all-Russian, regional competitions and contests for law conferences. So Matytsin Igor took 2nd place at the International Conference of Young Scientists ‘Good and evil in modern society: the spiritual and moral aspects of social development’, held in Samara. Students, who involved in the laboratory,  are required by employers.
