Methodological materials

The Department of Constitutional, Administrative and Municipal Law provide the Institute with public legal disciplines. Earlier these disciplines were taught by State and Law Theory and History Department. In 1998 Constitutional and International Law Department became independent. In January 1999 the section of constitutional, administrative and municipal law was separated from this Department, after that it became the Department of Constitutional, Administrative and Municipal Law.

Professors of the Department deal with bodies of the state and municipal authority. They prepare legal acts and conduct their examination, retrain personnel, give recommendation for judicial and another enforcement practice. Particularly, the Department collaborates with Legislative Assembly of Krasnoyarsk Krai, Administration of Krasnoyarsk region and others.

Some lawyers, having important position in bodies of the state and municipal authority, have been working for the Department: S. M. Migal, who is the Head of Expert and Legal Department of Legislative Assembly of Krasnoyarsk Krai, O. N. Vaneev (the Head of Legislative Assembly of Krasnoyarsk Krai Department which deals with citizens appeals), A. A. Frolov (Advisor of the Mayor for Legal Affairs), B. B. Bazylev (Head of the Legislative Proposals Division of the Expert and Legal Department of the Legislative Assembly of Krasnoyarsk Krai) and others.

The Department supports relationship with the same departments of Russian Universities and Academies of Barnaul, Vladivostok, Ekaterinburg, Irkutsk, Kemerovo, Moscow, Saint Petersburg and other cities. Professors of the Department were trained in foreign universities. Nowadays there is an international exchange with Universities of Greifswald and Passau (Germany) and with the University of Tilburg (Netherlands).

At the moment the Department teaches such training courses as constitutional law of Russian Federation, constitutional law of foreign states, municipal law (specialty 12.00.02) and administrative law (specialty 12.00.14). Also lecturers of the Department of Constitutional, Administrative and Municipal Law teach a lot of special disciplines (constitutional law of Krasnoyarsk Krai, introduction to European law, electoral law, office right and others).

Professors of the Department also work on the economic faculty of the University, because training curriculums of many specialties include disciplines of the Department.
